Jose Lemus
“My motivation is providing quality to the highest standards, in business, relations, and to our associates.”
Jose Lemus is President of LandDesign Consulting, Inc., a land design and development services company located in Fresno, California. Jose is an alumnus of California State University Fresno, where he received a BS in Civil Engineering in 2005. Jose launched his career in Fresno, where he began his specialization in land development in 2003 working for Gary. G Giannetta Civil Engineer and remains in forever debt to the Giannetta Family for all the support and knowledge during a 11-year tenure. That eventually led to prominent and vast experience to pursue his Professional Engineer Licensure in Civil Engineering by the State of California Board for Professional Engineers, Land Surveyors, and Geologists. In 2015, graduated from Fresno Pacific University where he received a Masters in Business Administration – Global Emphasis. Mr. Lemus has successfully led many engineering projects in the private, non-profit, and government sectors throughout the Valley. His experience includes supervision of residential and commercial developments, construction plans, compliance with regulatory institutions, and analysis and design of public works projects. Mr. Lemus has a long record of successfully guiding local and multi-national clients with land development acquisition and contract management. Currently, he also serves in multiple boards and is an avid supporter of philanthropy.

Business Director
Evelyn Angulo

Evelyn Angulo is the Business Director for LandDesign Consulting, Inc. Ms. Angulo dedicates herself in providing accurate, administrative, and up-to-date financial information directly to LDC President and Business Director. She is responsible for administering the daily operations of the office and its various departments. Ms. Angulo works closely with the accounting team to ensure compliance with financial reporting and other operational accounting procedures. She brings over 15 years of business administration experience. She started her career in 2004 in the restaurant industry, where she gained expertise in the areas of customer service, business administration, and management services. Ms. Angulo list of past responsibilities includes managing the business offices, creation and implementation of policies and procedures, and customer service needs. She also advanced her management experience working for various companies in a variety of industries. Her latest division of labor was in healthcare management where she gained expert-level experience in financial software programming, record-keeping analysis and reporting. Ms. Angulo’s organizational skills manufactures excellent quality work. LDC is proud of having her in our team. In her free time, she enjoys traveling, cooking, and spending time with her family.

Land Acquisition Director
Krystal Saldivar

Krystal Saldivar is a dedicated Land Acquisition Director who brings a service-focused approach to her role in the engineering industry. Newer to the field, Krystal emphasizes building strong relationships with property and land owners, local communities, and regulatory bodies to facilitate seamless land acquisition processes. Growing up in California’s Central Valley, she has established connections in the area, giving her a unique understanding of the region and its stakeholders. Krystal's commitment to transparent communication and collaboration has helped her quickly gain trust and make a positive impact in her role. With a background in community relations and a passion for sustainable development, Krystal is dedicated to supporting project goals through respectful, relationship-driven land solutions.

Land Acquisition Director
Carlos Valdovinos

Carlos Valdovinos is the Land Acquisition Director at LandDesign Consulting, where he applies his extensive experience in identifying, evaluating, and securing development opportunities across California’s Central Valley. Known for his entrepreneurial mindset and deep community focus, Carlos has been instrumental in driving over a dozen land deals, including multiple partnerships. His expertise spans zoning, entitlement processes, and contract negotiations, enabling him to streamline the development pipeline and bring affordable housing solutions to underserved communities. Carlos combines his background in real estate with a commitment to creating lasting, positive impacts within the communities he serves.

Project Manager
Juan Luis Carranco
“My motivation and the main engine of my life is my family. I want to be the best role model for my children and inspire future generations to improve their milieus constantly.”
Juan Luis Carranco is a Project Engineer for LandDesign Consulting, Inc. Juan Luis assists in managing the routine development of land design projects and civil engineering construction documents. Part of his additional duties includes supporting the Project Managers in preparing the conceptual and final designs and attend meetings with clients to plan land design activities. Furthermore, he also writes and maintains reports and develop technical drawings using computer-aided design applications such as AutoCAD among others. Currently, Mr. Carranco designs and manages small to mid-size projects at LandDesign Consulting Inc. in multiple jurisdictions. Mr. Carranco education comes from the Universidad de Guanajuato, a highly ranked and recognized university in Latin America and Internationally. Juan Luis was given the “Outstanding Student Award” in his cohort”. In 2005, he received his Bachelor of Science in Civil Engineering. His love for numbers has propelled his skills in the area of administration and Fiscal analysis. Mr. Carranco held the Consular Officer position in the Mexican Consular office in the Central Valley of California.” In his free time, he enjoys “being a dad,” watching sports, and traveling.

Project Manager
Andres Castrejon
“If the plan doesn’t work, change the plan but never the goal”
Andres Castrejon is an individual with a passion for learning and creating. As a prospective student of California State University, Fresno, Andres’s educational aspirations are set on obtaining a bachelor’s degree in Civil Engineering. He currently holds an associate degree in Mathematics and Liberal Studies and plans to continue his academic and professional development in the coming years. As a multifaceted individual, Andres utilizes his abilities, determination, talents, and overall drive to succeed on a day to day bases both in and outside of his role within LandDesign Consulting, Inc. Within LandDesign Consulting, Andres assist senior engineering project managers with the development of plans, reports, and submittals with proficiency. Andres’s dedication has made him competent of establishing strong employee relations and provide phenomenal customer service. In his free time, he actively participates in the Fresno City College Science and Engineers Club. He also enjoys traveling with family, playing sports, and assisting rodeos and concerts.

Chief Surveyor
Ruben Aparicio III

Ruben Aparicio III is the Chief Surveyor of LandDesign Consulting, Inc. He has over 24 years of experience in the field of Land Surveying and 15 plus years practicing as a Licensed Surveyor in the State of California. His extensive experience in all facets of Land Surveying including Research, Boundary, Control, Design Surveys and Construction have enabled him to successfully oversee a wide variety of projects while utilizing many of the latest technologies and methods. His experience managing teams and operations have allowed him to develop the leadership skills and expertise that contributes to the success of each project. Ruben has specialized experience and expert knowledge in collecting, registering and extracting topographic information from Lidar point clouds using both Stationary and Mobile platforms. He has knowledge and experience with many of the industry’s standard software packages including, Trimble Business Center, Trimble Access, Microstation, AutoCad C3D, Trimble Trident, PosPac, TopoDot, Riegl Mobile Suite. Ruben and his wife have been married for 26 years, they have four children, a daughter-in-law and 2 grandchildren. In his free time, Ruben enjoys BBQing, hiking with his family and spending as much time as possible with his grandchildren.

Survey Crew Chief
Pedro Olmos

Pedro Olmos is a Survey Crew Chief for LandDesign Consulting, Inc. He currently runs survey crew operations, topographic surveys, construction staking, and provides technical support to professional land surveyors and engineering staff. Additionally, he assists in project management, collects land development data, and comprehends constructions plans. Mr. Olmos is an experienced and versatile land surveyor with over 15 years in the area of land development. He is adept at outlining specific goals of land design development, has a keen observational eye for the most subtle elevation changes, and he specializes in rural and underdeveloped properties. Pedro’s responsibilities also include gathering field survey data utilizing Global Positioning System (GPS) methods, operating survey equipment to measure distances, elevations and angles, and perform complex surveying calculations. One of his essential duties is to research existing record information, including record maps, plans, deeds, easements, and right-of-way documents; and maintains field data records, survey project files, and indexing systems. He is a native of Woodlake, California. In his free time, he enjoys playing sports and spending time with the family. His extensive experience in all facets of Land Surveying including Research, Boundary, Control, Design Surveys and Construction have enabled him to successfully oversee a wide variety of projects while utilizing many of the latest technologies and methods. His experience managing teams and operations have allowed him to develop the leadership skills and expertise that contributes to the success of each project. Survey Crew Chief

Jose Olmos is a Survey Crew Chief for LandDesign Consulting, Inc. His duties and responsibilities include the coordination of the activities planned by our Chief Surveyor. Mr. Olmos is proficient in interpreting and applying the Subdivision Map Act and other federal and state laws and standards. Furthermore, he creates the plans and the geodetic surveys for construction, topography, right-of-way, and participates in pre-survey planning meetings with project managers. Jose gathers field survey data through the use of conventional and Global Positioning System (GPS) methods, performs complex surveying calculations using engineering calculator, laptop computer, and graphics and coordinate geometry (Cogo) software, and provides survey information for Geographic Information System (GIS). He is proficient in Focus 30 Robotic, AutoCAD, and Digital Levels. Mr. Olmos is a graduate from the College of the Sequoias where he received his certificate in Land Surveying in 2010. He is bilingual in English and Spanish, and highly computer skilled. He also possesses incomparable provision of customer service, goal oriented, and competent communication skills.

Daniel Lemus Jr.

Daniel Lemus is a Survey Crew Chief for LandDesign Consulting, Inc. His duties and responsibilities include the coordination of surveying activities planned by Civil Engineering professionals. Additional responsibilities include gathering field development survey data, and understanding and applying the information for future construction plans. Mr. Lemus Jr. is also proficient in interpreting and applying the Subdivision Map Act and other federal and state laws and standards. Mr. Lemus Jr. posses over 16 years of experience in the area of construction development. He is proficient in the use of Conventional and Global Positioning Systems (GPS) methods, as well as being well versed in the use of Focus 30 Robotic, AutoCAD, and Digital Levels. His activities include measuring Plumb Bobs, performs complex surveying calculations using engineering calculator, laptop computer, and graphics and coordinate geometry (Cogo) software, and provides survey information for Geographic Information System (GIS). Mr. Lemus Jr. lives and is a native of Lindsay, CA. He is bilingual in English and Spanish, and highly computer skilled. In his free time, likes to spend it with his family and friends.

Landscape Design Manager
Esmeralda Sanchez
“In a technology driven world, we forget that it’s important to connect with nature. I want to create spaces that can be enjoyed by families and people of all ages and help them create memories and a bond with each other and nature.”
Esmeralda Sanchez is the Landscape Design Manager for LandDesign Consulting, Inc. She is a professional Landscape Architectural CAD Draftsman and Designer with over 20 years of drafting experience in structural, mechanical, residential design, along with 15 years of experience in landscape design. Her expertise is in Computer-Aide Drafting, Energy and Environmental Design, Water and Irrigation Efficiency, and Plant Identification and Specification. Ms. Sanchez is responsible for creating natural and built environments that are aesthetically pleasing as well as practical, in both urban and rural areas. Her combination of artistic skills and knowledge are utilized to advise on land design plans. Esmeralda oversees the creation and development of gardens in residential, industrial, commercial and recreational areas. To become a Landscape Architectural Designer, she received a relevant degree accredited academic preparation. In 1998, she received her certification in Computer Aided Drafting Technology granted by the Universal Technical Institute in Avondale, Arizona. Being the driven person that she is, in 2008, she received a certification in Building Safety and Code Administration granted by the State Center Community College District in Fresno California. In her free time, Esmeralda enjoys traveling, learning different types of dances, reading a good book, and being a role model and spending time with her daughter.
